and turn over all records.
If Scott Luna was required to pay permit fees (and meet insurance requirements) for the use of Lodi fields for his PRIVATE FOR PROFIT BUSINESSES, and if Scott Luna did not pay the required fees, then those involved must be held accountable. That is equivalent to stealing.
