The Lodi Board of Education Increased Its Spending By $21,902,858 (34.1%) in 4 Years. During the Same Period, the Lodi Board of Education Removed Every Previously Implemented Transparency Measure.
2019/20 Budget: $64,319,416
2023/24 Budget: $86,222,274
Increase: $21,902,858 (34.1%)
Nancy Cardone and her board members have made it clear that there is no limit to the amount they are willing to increase spending just so the struggling taxpayers of Lodi CANNOT see any tax reduction.
The Lodi Board of Education should be producing responsible budgets each year with the mindset that State Aid remains flat. Then, when additional State Aid is offered, that serves as relief and offsets the local tax burden. Instead, the Lodi BOE increases the budgets as much as they possible can and then they increase them even more using every single dollar in additional State Aid.
Serious problems with the Lodi BOE’s reckless spending pattern:
Absent the millions in additional State Aid each year, Lodi would have seen its largest tax increases ever.
Lodi has created a snowball effect like you are seeing in Jersey City. When State Aid eventually flattens or is reduced, Lodi taxpayers will either see tax increases in the thousands or major budget cuts.
Serious problems with the Lodi BOE’s budget process:
Lodi’s Business Administrator, Nicholas Cipriano, spent
a short time in Montclair and left a 3 Million Dollar deficit:
Doug Petty, Dennis Frohnapfel, and Nancy Cardone
violated the Open Public Records Act with their refusal to provide the public
with a copy of a “Detailed Budget”.
Doug Petty and Dennis Frohnapfel stated in writing that Board President Nancy Cardone and her team members never once read a detailed budget as they voted for these enormous spending increases.
Summary: Lodi
has seen its largest spending increases in its history. Board members are NOT reading detailed budgets. The administration has illegally withheld detailed
budgets from the public so members of the public cannot monitor for fraud,
waste, and abuse. Doug Petty was responsible
for much of these spending increases probably in a drunken stupor at the Jersey
Shore. Dennis Frohnapfel abruptly left and
took more money than anyone can explain.
Matthew Giacobbe has gone over budget by intentionally manufacturing chaos
and instability with bad legal advice.
Employee Settlements and Releases Approved By the Lodi Board of Education are Public Records. Matthew Giacobbe Has Been Concealing them from the Public.
In February 2022, I submitted an OPRA request for
settlement that appeared on an agenda. I had no idea what it was for or who it
involved. I just wanted to see if public
funds were used to pay off someone. I
received the following response from the Board office:
“Good Morning,
Attached please find the items you requested from your OPRA request received on 2/28/2022.
As per item #4 on your request, this is a confidential agreement involving a student and is not considered a public document.”
I just looked at the initial OPRA request. It appears the settlement was an Employee Settlement and Release.
Something is not right. Giacobbe took great measures to hide something.
This follows a pattern with Matthew Giacobbe. Look at the language that Matthew Giacobbe used in a separate Employee Settlement dated March 6, 2020.
Just because Matthew
Giacobbe wants to keep Settlements confidential does not make them confidential. Matthew Giacobbe is clear violator of the Open
Public Records Act. He uses his OPRA violations
as a money-maker.

Lodi is Projected to Receive an Increase of $6,407,096 (21.8%) in State Aid for Its Schools.
With all of the additional State Aid in the last three
years, it's unfathomable that Lodi School taxes have not been reduced. Lodi school taxes should have been reduced significantly. When I was on the Board, school taxes were
lowered when Lodi was only receiving a fraction of the Aid that it is now
receiving.
As Lodi receives millions more in State Aid each year,
what do the taxpayers see? They saw
Nancy Cardone give her son a $17,236 raise.
They saw the Cardone group give Doug Petty a $27,000 raise just months
before his arrest. They saw Dennis Frohnapfel
hide budgets and then abruptly leave- taking extra money that nobody can account
for. They saw a committee assembled to knock down the Lincoln School Administration building that included lunatics like Dawn Caruso Dolan (she received a special invitation). They see the Cardone group still
paying Doug Petty over $17,000/month to sit home and not work. They see the politician run “Giacobbe” firm
go over budget as the Cardone members never once reviewed its bills.
What does this mean?
The more State Aid Lodi receives, the more corrupt and reckless the
Cardone group acts.
The most dishonest politicians always say that their big
spending increases are for the children just as people see the money flowing
into those politicians' pockets.

The School Ethics Commission was taken over by Phil Murphy and the NJEA years ago. That is why the perverts at the NJEA and its front groups are using the Commission as their new go-to for harassing Board Members who try to protect young children from pornography and indoctrination.
All the millions in State Aid is meaningless if it is used for destroying the youth instead of educating the youth.
Many teachers don't want to teach this garbage.
The advocacy groups spoken about in this article want to transform your classrooms into the pits of hell. They are using your tax dollars to carry out their attack on you. They are taking your money and then telling you that you have no right to opt out. They are telling you that your children belong to the sick and depraved government.
The Commission should be spending it's time investigating Board members that actually commit ethics violations. Perhaps like Board members using their positions to enrich themselves and family members with jobs and contracts. That might make sense.

In 2017, the State found serious problems with how
Alisa Nunno was being paid by the Lodi Board of Education for legal services
and ordered a Corrective Action Plan (click on link below):
The arrangement between the Lodi Mayor and Council and
Alan Spiniello is a lot worse. It’s astonishing
that this arrangement has gone for as long as it has and how millions of
dollars of Lodi tax dollars have been paid to Alan Spiniello without any intervention
from any State agencies.
