How is the “pretend” search for Manager going to play out?



The Lodi Mayor and Council choose the Borough Manager.  Bruce is on the council and he is going to be the manager.  How is this “pretend” search going to play out?


They did the same thing when there was an open council seat.   


They are insulting the intelligence of the people of Lodi.  Lodi deserves a real selection process, not a pretend one.

Say NO to Capizzi’s multi-million dollar lavish office plans! What is he building the Taj Mahal?


 
* Budgets aren’t supposed to be raised $8,000,000 to make a surplus.  A surplus is supposed to be made from what is left over from a legitimate operating budget.


* Why should the Lodi taxpayers be denied the opportunity to vote on this multi-million dollar expenditure when every other district has to put their projects out to referendum?


* If the BOE has millions to spend on offices, why did they have the Mayor and Council borrow and put the Borough millions more in debt when they bonded for the High School turf?


* The Lodi BOE sat on millions for years.  If they had no intention of giving it back to the taxpayers, shouldn’t that money be going towards education and the classrooms? Parents have better ideas on how to spend it.  Teachers have better ideas on how to spend it.  Students have better ideas on how to spend it.

Should Marc Capizzi have disclosed his conflicts of interest when he recommended Pomptonian?





On the May 2015 minutes, Marc Capizzi is the one that recommended renewing the contract with Pomptonian.  The above item came from his report which includes contracts that he is directly responsible.  Shouldn’t he have disclosed his conflicts of interest to the public at the meeting and on his report?  This appears very unethical.

Marc Capizzi removed the May minutes from BOE website.  He didn’t provide the public with an agenda at the May meeting where the vote took place.

The tale of two towns: QSAC



When Hasbrouck Heights failed its QSAC review in 2014, its Superintendent and Assistant Superintendent were gone within a month.  There were many stories in the newspapers.




When Lodi failed its QSAC review in 2015, its superintendent received a $25,108 merit bonus and two new administrative titles were added, one of which went to Jamie Ciofalo (who just promoted Joe Licata at the Lodi Boys and Girls Club).  There were no stories in any newspapers.  This was the only mention of it:

Reading for Joe Licata: "N.J. residents have common-law right to videotape public meetings"

On Tuesday, Joe Licata tried to bully a resident from videotaping the public meeting.  The woman held a very small device that did not interfere or distract from the meeting in anyway.  Joe Licata didn't even notice it for most of the meeting even though she was sitting just feet from him.

I told the concerned resident to keep taping and the laws changed.  She continued taping and rightfully so.

Joe Licata owes that concerned resident an apology. 

For years, Capizzi has refused to provide agendas for meetings even after being requested through OPRA.

Dear Mr. Capizzi,

I am sorry to bother you again.  But an OPRA request is a completely separate issue from the use of your current agenda format.  As long as a record exists and it is not exempt under OPRA, it should be released when requested.  The agenda used by Board members should be released to the public if requested through OPRA.  This requested information has to exist because Board members have to know who they are hiring or what Resolutions they approving prior to a meeting.

The Board of Education members  are provided a copy of what they are voting
on prior to a meeting.  That includes what Resolutions they are voting on
and the names of the individuals they are hiring.  The public has the right
to same information before and during a public meeting.

I already saw the attached document.  That was listed in a public notice. I
would appreciate it if you can email me a copy of the actual agenda for
tonight's meeting.  Thank you.

Dear Mr. Capizzi,

I am aware that the agenda is not yet available.  I submitted the OPRA request two weeks in advance so the public will have an opportunity to view the agenda prior to the meeting, not after.  Unlike other districts, Lodi does not post their agenda on-line prior to meetings or even at the meetings.  This is  why I am submitting an OPRA request for the agenda.

In a Record article titled:  "Judge rules against Midland Park school board in attachments lawsuit", the first line reads: "A Superior Court judge has ruled that the K-12 Board of Education must make attachments to its agendas available to the public prior to meetings."

Another paragraph reads:  "These attachments are already produced in electronic form for the board members and are necessary for the public to understand the agenda," Doyne's opinion states. "The public cannot be 'overloaded' with information concerning the workings of their governmental and municipal entities."

I am only requesting what  Superior Court Judge Peter Doyne already decided.
