After receiving multiple complaints from Lodi
residents that a new borough position was created for Garrett Luna, I submitted
an OPRA request for his current job title, job description, labor agreement, postings
for the position, memos showing the appointment, and minutes for any meetings
where the arrangement was discussed.
Below are the documents I received pertaining to
Garrett Luna’s new borough position.

You can clearly see that Garrett Luna had a new title CSC “Recreational Lead”
specially created for him. His title is
NOT listed in the labor agreement for White Collar Department Head and Supervisors:
I assume CSC stands for Civil Service Commission. No job postings were provided in the OPRA request. The newly created position was not open to anyone else. Does that sound like Civil Service?
No meeting minutes were provided for Garrett Luna’s
new position. If it's not discussed at any public meeting, it was backroom and intentionally hidden from the public.
This is such a blatant abuse. The special arrangements, privileges, and
advantages are outrageous.
This newly created position was to get Garrett in Anna
Belli’s office before her retirement so he can just walk into her position
without any competitive or fair process (similar to Tony Luna bringing back the deputy chief position for Donald Scorzetti).
The highest paid borough positions continue to be
promised out at birth.
Garrett's grandfather is former Lodi mayor and borough manager Anthony (Tony) Luna. Tony Luna did the same type of thing for former mayor Gary Paparozzi. Click on link below:
