Luna Privilege: Mayor’s Son Gets a Borough Vehicle to Take Home…



Tony Luna took borough vehicles to his home in Pennsylvania and everywhere else.


Scott Luna takes a Bergen County vehicle home.


TJ Luna takes a Lodi Board of Education vehicle home.


Now, Scott’s son has been given a  borough vehicle to take home.


In the real world, most people use their own cars to get to and from work.  They pay for their own gas.  They pay for their own personal expenses. 


Then again, most people aren’t Luna privileged.


This shows a real attitude of entitlement and privilege. 


This also shows the taxpayers how often certain people are at home (on the taxpayers’ dime) and NOT at their government jobs. 


The Lodi Green Team should recommend bicycles for the Luna family.  It’s more cost effective and better for the environment.



Big Victory for School Choice! Big Defeat for the Self-Serving Teacher Unions.

The public should look no further than Lodi Boro Hall and the Lodi BOE to see why the State should NOT borrow $5 Billion.  

During the lockdowns and suspension of town services,  there were lots of opportunities for savings.  Instead, Lodi politicians were even more irresponsible and reckless with other people's tax dollars.  The Lodi mayor and council paid family and friends full salaries for months not to work. They continue to bond for millions at monthly meetings.  They used tens of thousands of Lodi tax dollars to appeal a $1000 personal fine given to the mayor's father.  

The Lodi BOE added new positions for the upcoming school year as other districts held off.  It allowed Lagana's law firm to continue its rip off.  The new business administrator is withholding the detailed budget from the public. That should tell you something. 

Why have those running Lodi been so irresponsible during the pandemic? Because they always anticipated that Governor Murphy would bail them out by borrowing $5 Billion.  

State and local governments should have shared sacrifices like everyone else.  They should read the column by the Assemblyman Peters.


Another New Title Added for Mayor Scott Luna’s Son: “Recreation Program Coordinator”




Today, Lodi Boro Hall finally decided to turn over something responsive to multiple OPRA requests pertaining to the $15,000 pay raise for the mayor’s son.  For months, the Luna administration violated the Open Public Records Act multiple times when it denied the public access to public records.

In 2019, the Lodi mayor and council added a new borough position for Scott Luna’s son:  “Recreation Leader” with a $50,000 salary.


In 2020, the Lodi mayor and council added yet another new borough position for Scott Luna’s son:  Recreation Program Coordinator” with a $65,000 salary.


In the year 2020, I don’t understand how public positions are NOT open to the public.  I don’t understand how public positions are NOT advertised.  I don’t understand how no other members of the public can apply or compete for these public positions.


This is not OK.  This is what Tony Luna was fined by the State for doing.


Pay close attention to the arrangement described on the meeting minutes.  This is a long time tactic by the Luna family.  When public positions are reserved for the Luna family but the Luna relatives are NOT qualified at the time, someone else in borough hall is designated as “Acting” while the Luna relatives buy time to work on some “qualifications”.  When Tony Luna hired his daughter in 2012, he named himself “Acting Treasurer”.  He was the "Borough Manager" at the time, was not qualified to be Treasurer, and was NOT performing any roles of the Treasurer. 


After Garrett Luna was hired in Recreation in 2019, his name appeared on borough bills.  Lodi taxpayers paid for him to take courses that he should have taken before his employment.


The meeting minutes also show that the Luna Council and Vincent Caruso continue to violate the Open Public Meetings Act.  Discussing personnel issues would take place in closed session.  However, taking personnel actions is required to be discussed in open session.  If a new title was added for the mayor’s son, that is no longer a discussion.  That is action.  Vincent Caruso was required to report that in open session.


The Lodi mayor and council constantly go into closed session to discuss any items that they want to hide from the public even when those items are required to be discussed in open.

Vincent Caruso officially responds that there are NO PUBLIC RECORDS showing why/how/when he gave Garrett Luna a $15,000 raise in recent months ..



The son of Lodi Mayor Scott Luna recently received a $15,000 raise:




Scott Luna tries to protect himself from ethics complaints by telling people that he didn’t promote his son with a $15,000 raise.  He will tell you that Borough Manager Vincent Caruso took care of his son.  He will tell you that Vincent Caruso is responsible for hiring, promoting, etc.


Two OPRA requests were submitted for Vincent Caruso’s personnel actions in the last few months, i.e. hiring, promoting, transfers etc.  Other towns with Lodi’s form of government make this information readily available to the public by placing this information on their meeting agendas and minutes.  Vincent Caruso does not report any of this public information at any time during any of Lodi’s public meetings.


The Clerk’s office did NOT respond to my OPRA requests by deadline (7 business days).  The borough admitted that Caruso did take multiple personnel actions during the time period.  They just won’t provide any records to the public.


My second OPRA request (after the borough wrongfully withheld records during the first request) is listed below:


“The request sought access to the following:
A copy of whatever records were used by Borough Manager Vincent Caruso to show his hirings, promotions, transfers, etc. for the 2020 calendar year (January 1, 2020 to present).  If his `memos` are exempt from OPRA, then some other public records must exist to provide this public information to the public. Other municipalities show this public information on meeting agendas and on meeting minutes.  Lodi does not. This public information is not exempt from OPRA.


The Luna Administration’s OPRA response which I received today (late):


“There are no responsive documents to this request outside exempt personnel records.”


The Luna Council and Vincent Caruso are badly mistaken that the borough hall is their personal family business where they do not have to answer to the public or serve the public.  How did Garrett Luna receive his $15,000 raise?   Did Caruso just make a phone call to Frank Belli and tell him to alter payroll figures?  Was anything else involved? 


Reasons why the public has the right to know who is hired and promoted:


The public is paying for the hiring and promoting with their hard earned tax dollars.  Not all Lodi residents have the luxury of collecting a $10,400/month public pension while simultaneously collecting a $150,000 government paycheck.


The public must monitor that conflict of interest laws are not violated.  Lodi learned just last week of a Luna conflict of interest violation:




The public must monitor if civil service regulations are violated.  Alan Spiniello couldn’t answer whether or not civil service regulations were violated when the mayor’s son was hired:



The borough’s OPRA violations show a new sense of arrogance and recklessness.  Vincent Caruso continues to engage in the worst practices and then is so disingenuous when newspapers call him for comments after Lodi appears in State Investigative reports for government waste and abuse.
