Rigging the promotion process...
I just read on “Prima Facie” that Lodi posted the Deputy Chief of Police Position on 2/1/16 with a closing date of 4/30/16 (Civil Service Commission website).
The Lodi Mayor and Council already signed the new Deputy Chief’s contract on January 19th, 2016. They hired someone for that position (not interim or provisional).
Does this time line make any sense to you?
