Joe Leto said Board members didn’t have to read the LEA
contract (2-75 page packets). He said
they could just have read the “Memorandum of Agreement” instead (6 pages of scribble). He claimed the MOA was clear to read and that
the handwriting wasn’t bad. But then he
went to the lawyer to try to keep it from being made public.
