Quatrone, Capizzi, and Leto continue to prevent the Board from carrying out its responsibilities.
- Sciarrillo’s contract expired on June 30th. Sciarrillo is not an employee. Sciarrillo continues to work for the district and bill the district without a contract.

DiChiara’s contract expired on June 30th.
- The Board
should have awarded a contract for Board Attorney by July 1st. The Board should have conducted a legitimate
selection process prior to July 1st.
- As per a corrective action plan with OFAC, the Board
was required to utilize RFPs (Requests for Proposals) for Board Attorney. The deadline for those proposals was June 12th.
- Quatrone and
Capizzi secretly interviewed four Attorneys without ever informing the
Board. They never even informed the
Board that they received 8 proposals.
- In other
districts, Board members interview for Board Attorney. It’s a Board appointment. It’s not a Capizzi appointment. It’s not a Quatrone appointment.
- Leto stated
in an email that Capizzi and Quatrone conducted interviews because the matter
was “time sensitive”.
- At the time
this post is going up, Leto
hasn’t called one Board meeting to discuss the selection process and
appointment for Board Attorney. The matter is time sensitive.
- Leto,
Capizzi, Quatrone, and Marra found time for a “committee meeting” on July 3rd
but they refused to find time for a Board meeting. A committee meeting is not in compliance with
the Open Public Meetings Act. It’s not a
Board meeting.
- For an entire month, Leto, Capizzi, and Quatrone sat
on the 8 proposals and prevented the Board members from carrying out their
responsibilities.
- With all the controversies
over the last year with legal billing and contracts, it is amazing that Leto,
Capizzi, and Quatrone haven’t learned one thing.
