If the 2012 ordinance wasn’t efficient or economic, can Mrs. Licata or anyone else name one reason why it happened other than to benefit the councilwoman’s son financially?”
Mayor Carafa wouldn’t answer and said Councilwoman Licata
doesn’t have to answer either. Licata
sat silent.

Patrick Licata’s salary went from $47,000 to $78,000 and two DPW employees were
laid off.
Licata hurt the taxpayers. She hurt other DPW employees. She owes Lodi an explanation. She sat silent and smug.
