Why would “staff appointments” be made at a special meeting one week before the regular meeting?

The above notice was posted today.

Joe Leto instructed Capizzi to call a special meeting which includes “staff appointments”.  How would Leto have knowledge of these appointments when other Board members do not?  Where were they discussed and by whom?

What is the urgency to make any staff appointments on June 20^th as opposed to June 27^th?
