How can a “Memorandum” dated May 2017 reference an Advisory Opinion that was released on October 31, 2017?

Link to a “May Memorandum” that I had been requesting from Mr. Quatrone since October 25, 2017. I received it on January 23, 2018:

While reading the May 2017 “Memorandum” I saw a familiar advisory opinion referenced.  It was initiated by me.  It was released to the public on October 31, 2017.  How would it be possible to talk about something that didn't exist until 5 months later?

Link to Advisory Opinion A28-17:

A lot of tax dollars were spent over the summer on attorneys researching “doctrine of necessity” for the superintendent’s contract negotiations.  Those findings were withheld from Board members.  Why would the public pay for something that appears personal to the superintendent.  Why was the superintendent involved in a matter that directly affects him financially?

Who knew what on June 28, 2017 when the members with the worst conflicts of interest voted to WRONGFULLY invoke "doctrine of necessity" for the superintendent's contract negotiations?

The "Memorandum" provided to me this week clearly was not from May 2017.

What did they know during the summer months as Mr. Quatrone prevented two non-conflicted Board members from negotiating the terms of his new contract?

The extent people will go for personal greed is astonishing.
