Yes, Mayor Carafa passed an ordinance creating a new sergeant position for Dominic Miller…

Complaint: Statement of Facts #3, Paragraph 1


1.  Prior to the vote to remove Trustee Carafa, Board President Miller was reminded that Trustee Carafa’s father, Mayor Emil Carafa, is President Miller’s boss.  In 2016, Mayor Carafa passed an ordinance changing the “table of organization” of the Lodi police department so Mr. Miller can be promoted to a newly created sergeant position.  The promotion came just months after President Miller was appointed to the Lodi Board of Education.

“Respondents deny the allegations of Paragraph 1, except that they admit that Miller received a promotion in 2016, several months after his appointment to the Board, following a proposal from the Chief of Police to create two new sergeant positions.”
