So if Quatrone were to retire this year, his payout would
come from money budgeted for other programs.
I
have a hard time understanding how Capizzi can issue these retirement payouts
without any oversight. Since I joined the Board, I have never been
updated on these payouts. They never
appeared anywhere before I filed an OPRA request.
Have the sick payouts ever been subject to an audit?
Capizzi’s budgets are so padded and money is
constantly being transferred all over the place. That's why I have been abstaining on his
reports.
