Joe Leto: “In 2012 when the Superintendent’s contract expired, his base salary was $196,455. Due to a salary cap enacted by then Governor Chris Christie the Superintendent’s salary was reduced to $167,500.”






How did Quatrone get to $196,455 in the first place, Joe?


Quatrone’s original contract covering 2007 listed his base salary at $146,240.


In 2012, just five years later, Quatrone was being paid $196,455.   

The Board kept renegotiating new contracts in the middle of terms so Quatrone could get around pending legislation.  Quatrone was receiving 3% annual raises.  The Board increased them to 5%.  None of the renegotiated contracts were sent to the County for approval.  Nobody knew what was taking place except Quatrone, Capizzi, and the Board members.  Of course the Board members at the time were either employed in the Borough Hall and/or had relatives working under Quatrone.


Frank Quatrone and the Lodi BOE should be the poster child for why Superintendent caps are necessary.


Frank Quatrone was not the victim of a Superintendent cap.  The Lodi taxpayers were the victim of Frank Quatrone and the Board puppets that he controlled.


Quatrone should never have been making $196,455 at the time the cap took effect.  Furthermore, the Board helped Quatrone get around the cap by paying him $25,108 annual merit bonuses for nothing merit based.  In fact, many laughable goals set by Quatrone weren’t even met yet the Board paid him anyway.  


Joe Leto should have done some research before he began talking about superintendent caps and merit bonuses because he doesn’t have a clue.  Leto is lost somewhere on Planet Quatrone.
