Repost for Mayor Carafa: Lodi’s “Best Practices Inventory” is inaccurate and dishonest.

Click on the link below to view the Mayor and Council’s “Best Practices Inventory” which was due to the State on October 20th:

This administration was required to make the checklist an “agenda” item and discuss it at a public meeting.  It has not appeared on any agenda.  You can understand why.  It was answered dishonestly.

This administration answered “No” four times.  If this administration answered “No” five or more times, Lodi would have been penalized by the State.  To avoid penalty, this administration submitted a checklist that is not accurate.

First, let’s review their admitted bad practices- the four “No” answers.

#1:   This administration admitted not filing all current contracts with PERC, which is a State requirement.

#21 & #22:     This administration has done NOTHING to protect the Lodi taxpayers from $342,000 retirement payouts.

#24  This administration has not implemented the State’s recommendations for “longevity” pay.

Second, let’s review some of this administration's dishonest answers.

#2:   Does Lodi allow personal use of municipal vehicles? Yes.  From Donald Scorzetti’s 2017 contract:

#9:   Were there any audit findings for areas needing improvement in 2015 that were not corrected and then repeated in the 2016 audit? Yes.  They are marked by an asterisk.

#20: Was there overtime paid to those in management positions?  Yes.  From the 2016 audit:

#23: Longevity pay for non-union employees?  Yes.  Donald Scorzetti has an individual employee contract and receives 12% longevity pay.  From Donald Scorzetti’s 2017 contract:
