Pay-to-play doesn’t just lead to corruption.  Pay-to-play is corruption.  People literally buy their NO BID contracts during election time.  They get all their money back by overcharging Lodi.  Example:  $210,000 part-time boro attorney Alan Spiniello.

The current Lodi mayor and council are among the worst pay-to-play abusers in New Jersey.  The State has told the Lodi mayor and council for years (best practices questionnaire) that Lodi should pass a pay-to-play ordinance.  The Lodi mayor and council have refused.
