People like Tony Luna and Bruce Masopust had been casually handing out lifetime perks to the politically connected for decades without disclosing it to the public.  A town listed as having one of the worst tax burdens in New Jersey had been awarding lifetime benefits to select retirees, an action far beyond the responsibility of any borough and its taxpayers.

Most people you speak to believe that a town stops paying for health care costs when a public employee is retired and receiving Medicare.
