Lodi private emails vs Rivervale public agendas. What by-law gave Joe Licata such authority?



Other communities show that committees are formally created and approved by their entire Board.  Their formation and appointments appear on agendas and minutes.


Rivervale lists its committee chairpersons on  public agendas.  It also lists their committee meeting dates and times.




Lodi lists its committee on a private email, which would never have been shown to the public if I hadn’t OPRA-ed it.  


A hypothetical:  what if the entire Board wasn't handpicked by Joe Capizzi?  What if the Board members didn't all have family members making six figures in the Lodi schools?  What if some members were able to think and act for themselves?  Joe Licata's unilateral actions would prevent those members from ever sitting on a "committee" or even voting on the appointment of a committee. 


So where specifically in Lodi’s by-laws does it say that the Board President has the authority to act in such a manner? 




It shows that Marc Capizzi is the one responsible for the Lincoln school controversy and he had plans for it prior to the formation of the phony committee. He had plans for it before Licata saw it listed as #12 on the Business Administrator’s report.


Joe Capizzi was never happy unless he was spending millions of Lodi tax dollars on high price construction projects.  But he and his son went too far with this one.


Why would Marc Capizzi and Frank Quatrone be part of the committee in the first place?  Shouldn’t it just have included board members making up less than a quorem?
