“Today, I have had not one budgetary emergency since I took over, because you
have to run it like a business. We had
not one budget shortfall, and today, when I leave office, I’m going to leave a
surplus of $5,800,000.
The Truth: Tony Luna has had constant budgetary emergencies
while manager. They became the norm
while I attended his meetings. Here is

As for that $5,800,000 surplus, Luna was off by only $5,121,081. From page 10 of the 2015 budget:
