"Emergency" Appropriation of $1,080,000 for Retirement Payouts Missing From Agenda

The Lodi council will pass an ordinance to spend $1,080,000 for retirement payouts that they signed off on but did not budget for.

They are calling it a "special emergency appropriation" when in reality it's just an expense they knew of well in advance. They approved the contracts.

They shouldn't award what they can't afford.

Clearly, they don't want the public to know about it.

A public notice stated that “Ordinance 2014-08” was introduced and passed on first reading on July 1, 2014.

This was not on the agenda for the Re-organization meeting:

There is no description on the agenda that went up today either:

The Lodi council surely knew of this expense when they made their most recent budget.  I guess Mr. Luna didn't want to tell Susan Clark of the Community News how much spending was really going up this year.
