Vinny Martin is a Degenerate Involved with Prostitution and Cocaine Businesses. He Has Some Audacity Lecturing Others.

Tomorrow, Scott Luna, Emil Carafa, Bruce Masopust, and Mark Delmonaco are going to vote someone involved in cocaine and prostitution to be Lodi's "Deputy Mayor". They are also going to violate civil service regulations by hiring Vinny Martin's son as Lodi Police Officer (they were required to pass an Anti-Nepotism policy for the Lodi Police Department).

Apparently, all members of the Lodi Mayor and Council are one and the same because they want Vinny Martin to represent them and speak for them.

Other Police Departments have Anti-Nepotism policies prohibiting the hiring of immediate family members of the Mayor and Council. How is Lodi and Vinny Martin getting away with this?

Donald Scorzetti is being overpaid to serve and protect Nepotism.

Vinny Martin acknowledged in court that he voted with a conflict of interest to make Donald Scorzetti the Lodi Police Chief. Now everyone could clearly see Vinny Martin's self-serving motives (if there ever was any doubt).

11A:4-1.3 Certain entry-level law enforcement applicants, exemption from examination requirement.

1. a. The Civil Service Commission shall exempt from the requirement to take an examination for an entry-level law enforcement officer position, entry-level sheriff's officer position, or entry-level State or county correctional police officer position a person who successfully completes a full Basic Course for Police Officers training course or a full Basic Course for Correction Officers training course at a school approved and authorized by the New Jersey Police Training commission within nine months from the date of hire as a temporary entry-level officer under the provisions of this section.

(1) Any person employed under the provisions of this section shall enroll in a training course approved by the New Jersey Police Training Commission, and such person shall be entitled to a leave of absence with pay during the period of the training course.

(2) Upon successful completion of the training course, any person employed under the provisions of this section shall be appointed from a temporary to a permanent entry-level law enforcement police officer, from a temporary sheriff's officer, or temporary entry-level State or county correctional police officer to a permanent entry-level law enforcement officer, entry-level sheriff's officer, or permanent entry-level State or county correctional police officer, as appropriate.

b. (Deleted by amendment, P.L.2021, c.406)

c. (1) A municipal or county police department may hire a person, exempt from the requirement to take an examination for an entry-level law enforcement officer position pursuant to subsection a. of this section, upon adoption of an ordinance or resolution by the governing body authorizing such hiring by the police department and the adoption of a conflict of interest and nepotism policy.

(2) A county sheriff's department may hire a person, exempt from the requirement to take an examination for an entry-level sheriff's officer position pursuant to subsection a. of this section, upon the adoption by the county sheriff of a conflict of interest and nepotism policy.

(3) A county correctional facility, except one under the control or supervision of a county sheriff, may hire a person, exempt from the requirement to take an examination for an entry-level county correctional police officer position pursuant to subsection a. of this section, upon adoption of an ordinance or a resolution by the governing body authorizing such hiring by the county correctional facility and the adoption of a conflict of interest and nepotism policy. A county correctional facility that is under the control or supervision of a county sheriff may hire a person, exempt from the requirement to take an examination for an entry-level county correctional police officer position pursuant to subsection a. of this section, upon the adoption by the county sheriff of a conflict of interest and nepotism policy, without the need for an ordinance or a resolution by the governing body.

(4) A State correctional facility or department may hire a person, exempt from the requirement to take an examination for an entry-level State correctional police officer position pursuant to subsection a. of this section, upon authorization of the Commissioner of Corrections.

d. Permanent entry-level officers and entry-level officers serving in a working test period who are employed by a municipal or county police department, county sheriff's department, or State or county correctional facility shall not be appointed by a different municipal or county police department, county sheriff's department, or State or county correctional facility utilizing the provisions of this section and municipal or county police departments, county sheriff's departments, or State or county correctional facilities may not utilize the provisions of this section to circumvent the intergovernmental transfer process regulations established by the Civil Service Commission for officers which requires written authorization from the departing authority, including, but not limited to, the New Jersey Department of Corrections.

e. The starting salary of a State correctional police officer shall be not less than $48,000. Adjustments shall be made to the remaining steps in the salary scale of a State correctional police officer.

f. The Civil Service Commission shall promulgate, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), rules and regulations and establish administrative processes that are reasonable, necessary, and consistent with the provisions of this section.

g. A sheriff's investigator in a sheriff's department shall be eligible for appointment in accordance with this section through transfer to a sheriff's officer position in that same department provided that:

(1) the investigator has completed at least one year in the position of sheriff's investigator in that sheriff's department or has served at least one year as a police officer or sheriff's officer in a municipal or county police or sheriff's department in this State; and

(2) the sheriff's investigator is not over 35 years of age at the time of initial appointment in accordance with this section to the sheriff's officer position.

Beginning on January 1, 2023, a sheriff shall not appoint sheriff's investigators in accordance with this section to more than 50 percent of open sheriff's officer positions in any calendar year.

First, I take personal offense to you stating on your blog that I “knowingly lied” on the Best Practices Questionnaire. You should do your research a little better before posting defamatory and non-factual information. The one thing I will not tolerate is to be labeled unfairly by you or anyone else as a liar!

The question pertaining to the personal use of vehicles in the best practices questionnaire specifically cites “criteria specified by the IRS,” which in this case you are questioning the use of Chief Scorzetti’s vehicle, check the IRS Code which they are talking about, “Working Condition Fringes” 1.137-5 and 1.274.5. It clearly states that law enforcement vehicles, marked or unmarked are "qualified non-personal use” vehicles. Additionally, you have the contract where it clearly spells out that the Chief of Police can use the vehicle for personal use, thereby authorizing as per the code and questionnaire. So the answer to the question is yes, it’s an exception and not a lie.

I’m sure you won’t correct that on your blog. Second, your other comment concerning “taking a shot at you” after the Record reporter quoted one word (that was not even said, I might add) is ridiculous. She didn’t even write the context of a sentence when making the quote or write what the question was surrounding my miss-quoted response. The actual question was concerning back-pay and had nothing to do with you or an “exploit” of anything.

The only person taking “shots” is clearly you and I have been dealing with it for years and letting it go. It’s okay for you to take shots at people on a daily basis, but if someone takes a so-called shot at you…you attack them? As I once said to you long ago, I have always demonstrated the utmost respect for your father and family, yet you continue to take unfair shots at me. It’s funny how those who are friendly with you, patronize your families business or are related to you, never have a “shot” taken at them, especially those same persons that have more than enough “shots” to be taken. Clearly, it seems to be a selective and personal attack as well as a long pattern of harassment that you have enjoyed for many years at the expense of many people.

The question is straightforward.  The reference to the IRS only applied to the part of question pertaining to commuting to and from work.  The Borough clearly has not adopted a written policy prohibiting unlimited personal use of municipal vehicles except for commuting.

"Has your municipality adopted a written vehicle use policy prohibiting personal use of municipal vehicles (except for commuting), and providing that employees authorized to use such vehicles for commuting to/from work have a fringe benefit value added to the gross income reported on the employee's W-2 (unless the vehicle meets the "qualified non-personal vehicle" criteria specified by the IRS)?  Only answer "N/A" if your municipality does not have any municipally-owned vehicles."

From page 61:

Although the link I attached shows the year 2014, recent publications from the IRS direct  readers to that link.

Criteria has to be met for law enforcement vehicles, marked and unmarked, to be designated "qualified non personal use".  That criteria has not been met if Mr. Scorzetti is driving family and friends outside the jurisdiction of Lodi for non-work related use.

The Best Practices Questionnaire from October 2017 has at least three other questions that were answered dishonestly besides the question about personal use of municipal vehicles.

Donald Scorzetti’s Base Salary is A Lot Worse than Reported Last Week. Scorzetti's Contract Leads to a $325,816.48 Annual Salary. Lodi Continues its Ongoing Fraud With 12% Longevity Pay for Non-union Employee, Police Chief Donald Scorzetti.

Payroll shows that under Scorzetti’s previous contract, his base pay was $256,983.84 ($10,707.66 two-week pay).

Payroll shows that Scorzetti’s current base pay is $271,922.40 ($11,330.10 two-week pay).

According to payroll, the Lodi mayor and council are making a 12% longevity payment as part of Scorzetti’s base pay.

For years Lodi was clearly as asked by the State Division of Local Government Services: “Has your municipality adopted an ordinance, resolution, regulation or written policy eliminating longevity awards, bonuses, or payments for non-union employees?” Lodi answered YES. As Police Chief, Donald Scorzetti is a non-union employee.

Vincent Caruso certified that longevity pay was eliminated for non-union employees.

Charles Cuccia certified that longevity pay was eliminated for non-union employees.

Many others from the Luna administrations certified that longevity pay was eliminated for non-union employees.

I hear everyday from Lodi residents that they can’t afford a vacation this year.  With the high inflation, many can’t afford to throw barbecues.  These same struggling Lodi taxpayers are paying every expense for Donald Scorzetti’s big, gas guzzling Tahoe for PERSONAL USE.  They are paying for all of Donald Scorzetti’s gas for PERSONAL USE.  They are paying for the Tahoe and all of its gas as Donald Scorzetti spends his time in Toms River and not in Lodi.

It was never the Lodi taxpayer’s responsibility to pay for these personal expenses.  Just ask Lodi’s insurance carrier or the New Jersey Department of Community Affairs.  The Lodi Police Chief has no problem violating policies and having the Lodi Mayor and Council cover for him and lie for him.  

Donald Scorzetti can't respond to a Lodi emergency in his big Tahoe when he is hours away and has his family and friends riding along.  What would happen if someone were involved in an accident when they don't work for the Borough and have no business being in a Borough vehicle?  Who would pick up the bill if the insurance carrier is not providing that coverage?

Last year, so many people were infuriated after reading the two posts below and seeing the photos for themselves.  They should be infuriated.

Town officials knowingly lied about personal use of Borough vehicles on a state questionnaire (Post Date: August 28, 2018)…


This is what the Borough answered on its questionnaire just this past October:


Vincent Caruso was required to certify that the information provided to the state was accurate to the best of his knowledge.


At the August 21, 2018 council meeting, this administration was asked if Donald Scorzetti has taken any borough vehicles to his shore house.  Additional questions were asked about unlimited personal use, insurance policies, etc.

Caruso replied that according to Scorzetti’s contract, he can take a borough vehicle to his shore house.

Carafa replied, “That’s been in place for years”.

Both statements clearly show that Caruso, Carafa and the rest of their administration have been intentionally lying to the state for years.  Some state aid is dependent of the answers to the best practices questionnaire.  It’s a serious matter to certify dishonest statements in return for money.

The Lodi Mayor and Council Gave Donald Scorzetti a 5.8% Salary Increase this Year. What Does Scorzetti Have on the Lodi Mayor and Council that Would Cause Them to Do Something So Absurd and Reckless?(Post Date: May 19, 2025)

Beyond the salary, Scorzetti has our municipal vehicle for unlimited personal use where he drives his family and friends to his shore house and everywhere else.

Scorzetti is being compensated hundreds of thousands of dollars for unused sick days and other days when he doesn't have a defined work week or workday. They just pull numbers out of the air. 

Scorzetti will be given a big severance payment when he retires (something used in the private sector when someone is laid off).

Scorzetti is given lifetime health benefits.

Scorzetti's outrageous 5% raises are ballooning his pension.

Scorzetti has two of his daughters working in the Lodi Police Department.

Scorzetti has a niece working in the Lodi Police Department.

Scorzetti had his nephew hired as a Lodi Police Officer as some reported that they shared the same address at the time of hiring .

Scorzetti used his position on the Lodi Board of Education to hire his girlfriend in the Lodi schools.

Scorzetti used his political influence to hire a third daughter in the Lodi schools.

The pattern of abuse and blatant violations of law by Donald Scorzetti and the Lodi mayor and council is escalating because they have been protected by Phil Murphy and his corrupted agencies.

How much is enough for Donald Scorzetti and how much can the Lodi Mayor and Council get away with before being held accountable by any State agency or establishment news reporters?



Jack Ciattarelli Should Be Asked: "As Governor, How Will You Protect the Taxpayers from Donald Scorzetti's Pension Padding and Other Abuses Found in His Contract?"

Our next Governor should fully back law enforcement but not Donald's Scorzetti's abuses.

Vinny Martin Lies About Me and This Blog So He Doesn't Have to Talk About How He Is Currently Covering Up Donald Scorzetti's Theft...

Ask Vinny Martin to release the GPS data from the big gas guzzling Tahoe that he gave Donald Scorzetti to drive to Toms River and everywhere else with his family and friends (all paid by the Lodi Taxpayers). Since it's a Borough vehicle, ask Vinny Martin to release a log of all passengers in the vehicle. That can explain what type of "work" was taking place. It would also be helpful for insurance providers dealing with fraudsters.

A party at the shore is not a work day. If Vinny Martin didn't allow his "employees" at AJ's to work remotely from down the shore, he can't make the case for a Police Chief or any public employee for that matter. Lodi Taxpayers are not responsible for paying hundreds of thousands of dollars for "sick days" and "vacation days" to Donald Scorzetti when they are not accounted for and fraudulently acquired.

On a different note, my blog posts speak for themselves. I discuss issues. I don't engage in juvenile personal attacks. By pointing out how Vinny Martin used his politics to hire every family member is not  attacking his family members. Vinny Martin's attorney couldn't name one post that wasn't true. So, he just lies to play the victim.

The Following OPRA Request Was Just Submitted. These Payments are Public Funds and Must Be Scrutinized. Being Donald Scorzetti is a Nasty, Vindictive Person, He Should Be Advised Not to Retaliate when His Compensation is Questioned.

 On the May 30, 2025, Borough Payroll, Donald Scorzetti received a second payment of $10,458.15 for "VACATION". I am requesting:

1) A copy Donald Scorzetti's detailed attendance records for the time period corresponding to that $10,458.15 payment.

2) A copy of the calculation form arriving at that $10,458.15 amount.

3) A copy of any vouchers submitted by Donald Scorzetti for that $10,458.15 payment.

4) A copy of any memo, email, etc. from any Department Head directing whoever is in charge of Payroll to make that $10,458.15 payment.

Donald Scorzetti, Who Doesn’t Have a Defined Workday or Workweek and Appears to be on a Permanent Vacation, Was Paid $10,458.15 for "Vacation" Last Month- Bringing His Two Week Pay on May 30th to $21,788.25.
