Luna’s “Petty Cash” Fund appears to be Unlawful.



Yesterday, I was looking at “petty cash-current list of approved funds” from the NJ Department of Community Affairs website.


The site shows only one petty cash fund approved for Lodi.  It was from 1956.   Harrold Hilliard is listed as the custodian and the fund was for $50.  


Where is the "new petty cash fund" that was established at the December 2010 council meeting (Resolution 10-367)?

I thought there was a mistake so I filed an OPRA request with the Department of Community Affairs yesterday for the following information:


1)  A copy of the Borough of Lodi's "Application to Establish a Petty Cash Fund"(described in the link below)

2) A copy of any resolutions making changes to the petty cash fund.

3) A copy of the "petty cash-current list of approved funds" for 2013 and 2014.  These reports were not showing on the following site:

For years, this Mayor and Council were voting “Yes” on payments to Anthony Luna for “petty cash”:



Does anyone have an explanation for this?  I wouldn’t gladly post that explanation on this website.
