The Evolution of Tony Luna’s “Petty Cash”






When I first began requesting the Borough’s bills in December 2012, Tony Luna’s "petty cash" payments were very frequent (every month).  My questioning must have paid off, because the payments have slowed down.  "Petty cash" hasn't appeared in four months.






My question now is: who is the “petty cash” check being written to?  Tony Luna and Charles Cuccia state on their own minutes that the check has to be written to a person in order to be cashed.  Schrieks stated that every town does it. 


“Petty Cash” can’t walk into a bank and cash itself. 


I find it ironic that the following statements were made on March 19, 2013- the same month Luna’s name was no longer listed on the “petty cash” bill.  Are the checks still written to him?  Why the change on the bills?




From the Borough’s own March 19, 2013 Meeting Minutes:


“Mr. Curioni asked if someone was to request what makes up the $500.00 monthly bill described as replenish petty cash miscellaneous for Mr. Luna please tell us what they would see in it.


Mr. Luna answered Mr. Curioni. Mr. Luna stated that he has been accused of being paid out of petty cash. Mr. Luna wanted to set the record straight that he has not taken one penny out of petty cash. Mr. Luna explained he is the custodian of petty cash which means in order to put money in petty cash you have to make a check out to someone. That someone cashes the money and pouts it in the petty cash box. Mr. Luna is the custodian so Mr. Luna has to cash the check. Mr. Luna asked Mr. Cuccia, C.F.O. if he was correct. Mr. Cuccia answered yes. Mr. Curioni wanted to know what kind of expenses would be in there. Mr. Luna gave an example. Mayor stated this is nothing out of the ordinary. Every town does it. Mayor stated you could opra it.”

As for the above statement from the minutes, Mr. Luna did take money out of petty cash.  The one month I requested the receipts, there were many for food and beverages for a South Bergen JIF meeting.
