Lodi Awarded a No Bid Contract to “Paparozzi Associates Inc.” before the Business Received a “Certificate of Authorization”?

Lodi awarded a no bid contract to Gary Paparozzi of “Paparozzi Associates, Inc.” on July 1, 2012 (his work in Lodi began before July 1, 2012 but this administration never posted the minutes for that time period).

"Paparozzi Associates, Inc." received its “Certificate of Authorization” by the State Board of Professional Engineers and Land Surveyors on November 15, 2012.

If you read page 31 on the link below, the certificate of authorization only lists “land surveying” and not “engineering”.  Planners in other Bergen County towns have "engineering" also listed.

And with these rates for “Planning”, was it really necessary to create another position as “Technical Inspector”?  I guess that was all about the pension.

As the housing market declined, the former mayor of Lodi made quite an impressive transition from private business to public.
