to be hearing officer in the Teresa Grillo case (emails, written
correspondence, proposals, etc. from whoever was representing the borough in
seeking services from John Molinelli)

The first Resolution was dated January 11, 2022. Hearings already took place. The second Resolution was dated February 15,
2022. Hearings already took place.
Donald Scorzetti already slept his way through hearings in
December 2021.
This is what the Lodi Mayor and Council want you to believe:
They had their Borough Manager Vinny Caruso call John
Molinelli or meet him somewhere (because they claim no written letters or emails exist) and hire him without any
written proposals, approved Resolutions, contracts spelling out agreed
upon compensation, campaign contribution disclosures, etc.
And then the Mayor and Council want you to believe
that that the hearings were fair and impartial.
This OPRA response raises the following questions:
Why did the Lodi Mayor and Council have Vinny Caruso hand-select John Molinelli without any selection process (none whatsoever)?
Why was Molinelli the one and only choice without ever reviewing one proposal
from any prospective hearing officer? What instructions were given John Molinelli
prior to any hearings? How can you not
produce one public record for your selection? Who made the decision to not keep any records until after hearings were already conducted?
