All of a sudden, the BOE invokes “Doctrine of Necessity” in awarding Quatrone’s $25,108 merit bonus.

These conflicts are the reason why a $25,108 merit bonus is guaranteed each year.

Please read the bottom of page 16 for the May 2015 minutes (link below).  The Board never used “Doctrine of Necessity” last year or any prior years when awarding Quatrone’s $25,108 merit bonus.
