Gary Paparozzi receives a noncompetitive contract each
July 1st from the Lodi Mayor and Council to be “Planner”. Since
January 1, 2022, Gary Paparozzi was paid $173,080 for whatever he supposedly
does with the Zoning and Planning Boards.
On July 1, 2022, the Lodi Mayor and Council added
$75,000 to Gary’s agreement (beyond the $11,000 figure listed each year) to upgrade
tax maps. None of Gary’s agreements before or after listed any payments for tax
maps.
The Mayor and Council are calling Paparozzi the “Planner" on the monthly bills. They are calling Paparozzi a “Senior Planning Aid” on payroll. Is Paparozzi the senior aid to himself?
They said they were paying Paparozzi $75,000 to update
tax maps but then paid him $115,000. They said he would be done by 2023 but they are still paying him for 2025.
All lines are blurred and the Lodi taxpayers are being
robbed.
Below are all the links I received for the most recent
OPRA request into Gary Paparzzi. No evidence
was provided to show that Gary Paparozzi provided a resume showing that he was
qualified to upgrade tax maps. No evidence
was provided that any emergency ordinance was adopted by the Lodi mayor and council
to pay for the Tax Map Upgrades (contradicting Marc Schrieks' letter to the County). No
evidence was provided that there was ever any advertisement seeking vendors to
conduct tax map upgrades.
The Lodi Mayor and Council need to come clean with Lodi residents about what went wrong with Gary Paparozzi's tax maps and what happened to the revaluation.

A public employee must have an employee labor agreement. A public employee must have attendance records. It’s official that Gary Paparozzi has neither.
Gary Paparozzi ("Paparozzi Associates") is awarded a noncompetitive “professional service” contract every July 1st from the Lodi Mayor and Council to be “Planner”.
Gary Paparozzi cannot be both a “contractor” and “employee”
at the same time. He cannot be paid
twice to perform the same one duty. He cannot appear on the monthly bills and
on payroll for the same time period to perform the same one duty.
Every Lodi taxpayer should pull out their tax
cards. Review what you are paying in property
taxes. Review your recent 16% municipal tax increase. Then contact Scott Luna, Vinny Martin, Bruce
Masopust, Emil Carafa, and Mark DelMonaco and ask them to explain why they are raising
your taxes to pay a former Lodi mayor a full-time salary for job that doesn't exist.
Ask the Mayor and Council: who directs Frank DiMaria
to not flag Paparozzi during his annual audits?
Why should Lodi taxpayers pay Frank DiMaria when he is not auditing his
friends and his reports are not independent? Frank DiMaria is listed on the
Belleville agendas as the one responsible for Belleville awarding contracts to “Paparozzi
Associates”.
What is taking place in Lodi is clear cut fraud and
theft of public funds. When will anyone be
held accountable?

The Lodi Mayor and Council hand Gary Paparozzi a
non-competitive professional service contract each July to be Borough Planner:

The Lodi Mayor and Council also hired Gary Paparozzi as a full-time borough employee and are using the Civil Service Title “Senior Planning Aid”:

So, Gary Paparozzi is the Planner. And he is a Senior Planning Aid which you would think would be working under the Planner. This makes a lot of sense.
Gary Paporozzi appears each month on Borough Bills as a vendor while appearing each month on Borough Payroll as a full-time employee:
Borough payroll lists Gary Paparozzi as an employee in the Zoning Office.
Fact: Gary Paparozzi is working for other towns during the hours of the Lodi Zoning Office.
Marc Schrieks is the Borough Manager of Lodi. He set this arrangement up for his former
running mate who he spent 8 years on the council with. Marc Schrieks took campaign contributions from Gary Paparozzi after Paparozzi was thrown out of office. Marc Schrieks is required to review Gary Paparozzi’s
attendance records, contracts, and payments.
Marc Schrieks and Gary Paparozzi appear to be engaging in theft of time
and theft of public funds. I am not making
a wild accusation. OPRA records say
that.

Albert DiChiara should explain why he was seeking a
pay raise for Gary Paparozzi when Gary Paparozzi was not an employee of Lodi and
was submitting bills for any supposed hours, he put in as “Planner”.
Alan Spiniello should explain how you can amend a contract when there is no contract. OPRA responses show that Gary Paparozzi never had any labor agreement in 2020 and still does not have one in 2026.
You can’t add a list of additional no work to a list
of current no work.
This illegal pay scheme would be low hanging fruit for
any auditor. However, Lodi has not undergone an
independent audit in decades. The Lodi
taxpayers are paying an auditor but not receiving an audit. Frank DiMaria is funding Pride’s political
campaigns. He is partying with Pride members. He recommended Gary Paparozzi for a contract
in Belleville. But he is not auditing
Lodi.
Please look at who was present at the August 18, 2020 closed session meeting. Frank DiMaria was present.
Why did "Auditor" Frank DiMaria not interject
that Gary Paparozzi was a contracted professional service provider billing for
any supposed hours (submitting laughable invoices)? Why did he not explain
that Gary Paparozzi had no labor agreement, no attendance records, and was
working at his private business and for other towns during the business operating
hours of Lodi’s zoning office?
Everyone involved should be ashamed of themselves. They know they are complicit in robbing from
the Lodi taxpayers. They continue do so
just because Phil Murphy interfered with ongoing investigations in Lodi to
protect the politicians and prolong the theft.

So look at what Matthew Giacobbe, Joseph Lagana, and other
law partners of their firm are doing for the 2026 East Brunswick council election.

This fits a pattern. Just look at this Middletown news report (where the Giacobbe partners thought their names would not be disclosed).
They are all giving $200 in hopes that their names don’t appear on any
searchable data base. Some candidates
report them anyway.

How can any qualified, competent, honest attorney compete
for public contracts if they don’t bribe local candidates with campaign cash
and who knows what else?
In Lodi, Nancy Cardone, Sharon Salvacion, Michael Apicella, and William Thomas did not report who contributed a large amount of their campaign cash. You can bet it came from the Giacobbe law partners that have been ripping off the district for years.
Nothing changed in my policy. There were no accidents
or other driving issues and my premium just increased more than 23%.
Joseph Lagana is the Chair of the Senate Commerce
Committee where he is directly responsible for our soaring car insurance rates.
Lagana did not operate in a fair and practical manner. His ELEC reports show that he was receiving
large amounts of cash from both the insurance lobby and personal injury
attorneys at the exact time he was pushing legislation and voting to approve
legislation to benefit both groups at the total expense of the New Jersey rate payer.
ELEC reports show that Joseph Lagana took his big
insurance money and other special interest money and spent it on trips to the
Borgata casino, restaurants near his home and work, and pay-to-play for “Cleary
Giacobbe” public contracts.

It does seem discriminatory to make someone pay more
for car insurance based on zip code, education level, etc. After all, we have seen in recent years that
the wealthiest, most over educated liberals seem to be the most reckless and foolish
of any demographic.
People should pay premiums based on driving records.
Joseph Lagana votes and acts based on who is paying
him the most at any given time.
He gets away with it because the Bergen County
Democrat Organization cares more about money and less about discrimination.
He gets away with it because the Bergen County
Republican Organization basically is the second-string Democrats. They don’t run campaigns on any big issues or
expose their opponents’ conflicts of interest, ELEC abuses, terrible records
etc. They just send out mailers with three
boring generic talking points and are fine losing.
He gets away with it because failing local news sites
like northjersey.com and nj.com don’t do their jobs in holding elected officials
accountable. They lack investigative journalism.

Joseph Lagana advertises on his firm’s site that he concentrates
on personal injury protection (PIP) litigation.
Joseph Lagana
sponsors and pushes a lot of legislation dealing with personal injury.
Jospeh Lagana should explain why “Morgan and Morgan” was his largest campaign contributor last month. He should also explain why New Jersey insurance rates have gotten so much worse because of his legislation, votes, and committee assignments.
What does Joseph Lagana have to say to his constituents that can't afford their insurances which are only getting more expensive because of the direct actions of their State Senator who legislates with clear self-serving conflicts of interest?
