2010 Law Prohibited Sharon Salvacion from Receiving Any Annual Cash-ins for Unused Sick Days. Limited Payment Can Only Be Given One Time at Retirement. Sharon Salvacion Voted with a Conflict of Interest for Frank Quatrone’s Illegal Sick Day Payout While She Was Receiving Unlawful Annual Payments for Herself.

For how many years did Sharon Salvacion receive a special December Christmas present from the Lodi taxpayers which was unlawful?  How many tens of thousands of dollars did it add up to?  How much was she paid after the laws went into effect but before I began posting payroll?

Sharon Salvacion should return all money she unlawfully received. It belongs to the Lodi taxpayers.

Many Lodi taxpayers saw a $1000 municipal tax increase last year.  Sharon Salvacion did not. 



 

Matthew Giacobbe Really Didn't Want His Hanover Bills Posted on this Blog Because They Could Easily Be Searched. Taxpayers of Hanover Should Carefully Review His Bills, Redactions, and Disregard for the Open Public Records Act. They Should Research Giacobbe's Role in Pushing the Same Transgender Policy that He Billed So Much to Rescind. (Repost- the Bills Link is Restored)

Matthew Giacobbe (using Strauss Esmay) misled Boards of Education throughout NJ into passing radical transgender Policy 5756. Then Giacobbe got rich off of the Hanover taxpayers to repeal that very same policy. In 2023, Matthew Giacobbe billed the Hanover Board of Education $111,141. You saw an August bill spike to $28,474 when the monthly bills were around $4,000 at the start of that year. I saw first-hand how Giacobbe was playing both sides of the issue and cashing in big time so I OPRAed his 2023 bills in Hanover. The Hanover BA took 53 days to fulfill my OPRA request and the bills are badly redacted. I received the bills right after my blog of over 10 years was suddenly removed. Joseph Lagana, a Managing Partner in the Mattthew Giacobbe Firm, Continues to Use His Campaign Account to Purchase Public Contracts While Skirting Individual Pay-to-Play Laws…

Lagana’s most recent ELEC report shows him making large campaign contributions to candidates throughout New Jersey outside of his legislative district.  The contributions are not campaign related. They are not paying for a service- fundraising venue, mailers, commercials, other advertisements etc. 

The campaign contributions are directly used for “Cleary Giacobbe” to purchase public contracts without adhering to reporting requirements and thresholds for individual contributors. 

Below, you can take any one of Lagana’s campaign contributions to an out of district candidate and see how “Cleary Giacobbe” receives a noncompetitive public contract in return.

Joseph Lagana Recently Gave $10,000 to the Losing Labrosse Team in Hackensack, Furthering to Expose His Campaign Account as a Pay-to-Play Scheme for Matthew Giacobbe’s Politician Run Law Firm (Post Date: August 24, 2025)

Hackensack is not in Lagana’s district. The team opposing Labrosse had strong ties to the County Democrats.  What could have motivated Joseph Lagana to contribute $10,000 to the Labrosse Team?

Labrosse and his team made “Cleary Giacobbe” its City Attorney and Special Litigation Counsel.


Joseph Lagana used his campaign account in Hackensack just like he used it in East Brunswick, as a pay-to-play scheme where a law firm partner is making campaign contributions in return for public contracts without using his personal information and personal money. Let’s just take a look at one of many examples:  East Brunswick Council Elections.

Joseph Lagana is a State Senator representing some towns in Bergen County and Hawthorne.  Why would Joseph Lagana have so much interest in local council races in East Brunswick NJ?  Multiple campaign reports show Joseph Lagana funneling money into East Brunswick campaigns.  Joseph Lagana is not contributing as an individual.  He is using his State Senate Campaign Account so he will not show on the New Jersey Election Law Enforcement Commission website if people were to search for contributions from Jospeh Lagana.  Joseph Lagana is making hundreds of campaign contributions that most would be unaware.


The law firm “Cleary Giacobbe” is receiving non-competitive professional contracts from the East Brunswick council in return for Joseph Lagana’s campaign contributions.

Joseph Lagana used his campaign account to funnel money into Lodi Board of Education campaigns and the political campaigns of Lodi’s current mayor and council.  “Giacobbe” received non-competitive legal contracts from both public bodies.
