Nancy Cardone Never Consulted the Entire Board About Moving School Elections to April While She Was Contacting Frank D’Amico and Running Up Legal Bills with Matthew Giacobbe to Create a Dishonest Resolution. She Never Sought Public Input or Provided Adequate Notice.


Nancy Cardone is one of nine Board Members.  She clearly committed multiple ethics violations by taking personal action without consulting with the rest of the Board. 


c. I will confine my board action to policy making, planning, and appraisal, and I will help to frame policies and plans only after the board has consulted those who will be affected by them.

d. I will carry out my responsibility, not to administer the schools, but, together with my fellow board members, to see that they are well run.

e. I will recognize that authority rests with the board of education and will make no personal promises nor take any private action that may compromise the board.

f. I will refuse to surrender my independent judgment to special interest or partisan political groups or to use the schools for personal gain or for the gain of friends.


An OPRA response shows that Nancy Cardone, Frank D’Amico, and Matthew Giacobbe were exchanging emails about the School Election move on April 25th which was only one day before the Board of Education meeting.  The Resolution for the move never appeared on any meeting agenda.  The Resolution was dropped on some Board Members (who voted “No”) at the meeting without any prior notice. 

An OPRA response that I received for the emails was completely redacted.  The written line was blacked out and the two attachments were omitted.

All evidence shows that Nancy Cardone was NOT working with the entire Board but was rather taking personal action.  Matthew Giacobbe and Frank D’Amico should have advised Nancy Cardone about her unethical behavior and should have blocked her from running up legal bills on a Board matter that excluded the consultation of the entire Board.

There was no notice on any agenda.  The OPRA response was completely redacted.  There is zero transparency.

The Resolution was a blatant lie.

There is evidence that Nancy Cardone was also acting on the wishes of s political group as the Lodi mayor and council are on audio tape stating that they wanted to move the School Elections to April.

Nancy Cardone committed multiple ethics violations and exhibited the worst behavior as she worked so hard to suppress voter turnout on behalf of the most corrupt political and special interest groups.

The five Board members that went along with Nancy Cardone’s personal agenda are a disgrace.  They are only taking up space and contributing nothing positive.  No independent thought.  No personal responsibility and diligence.
