No Bid, No Problem…At Least Not in Lodi






Lodi is awarding another NO BID contract to “Treasury Services”.  Last year's was for $ 97,500.

Where was the public advertisement and “Request for Qualifications (RFQ)"?

That is the arrangement, isn’t it?  Isn’t “Treasury Services” providing a “professional service”?  Aren’t you either an employee on payroll or a professional service provider on the monthly bills?  

Like a broken record, Marc says “fair and open, fair and open, fair and open” when questioned about Lodi’s NO BID contracts.

“Fair and Open” is a loophole to skirt the State’s pay-to-play law, but even “Fair and Open” has certain requirements.





All of the NO BID “professional service” contracts awarded on July 1st mention “Request for Qualifications” and “Fair and Open”.  Here is one example.
