How is "Paparozzi Associates" Different from a Minneapolis Somali Day Care?

Lots of evidence exists showing that Gary Paparozzi and the Lodi Mayor Council had created some money laundering scheme where Lodi tax dollars were used to pay the bills for “Paparozzi Associates” (Gary Paparozzi's private business where he was making money during regular workdays on non-Borough related work).  Gary Paparozzi was funneling money back to the Lodi Mayor and Council through campaign contributions, dinners, limo rides, parties, and who knows what else.

Not one member of the Lodi Mayor and Council ever explained this arrangement:

Being a “Gary Paparozzi” was never present in the Zoning Office during regular business hours, were the Lodi taxpayers paying one “Gary Paparozzi” or two “Gary Paparozzis” for no show Borough positions with full-time salaries?  Lodi tax dollars were supporting how many employees in Gary Paparozzi’s private business?

Lodi’s Borough Manager Marc Schrieks, CFO Sheri Luna, Auditor Frank DiMaria, the Mayor and Council must clearly explain the Gary Paparozzi arrangement and provide the residents of Lodi a clear of accounting of how the Paparozzi money was allocated and where it went. Not just for supposed "Planning" and Zoning Office employment.  But also, for that "Tax Map" windfall of tax dollars. Release attendance records, sign in sheets, etc. It’s public funds.  Not their private family business.

The Lodi Mayor and Council Should Tell Us Which State Law They Are Knowingly Violating to Enrich Donald Scorzetti. I Know of Many. But Which One Was Discussed at Their April 8, 2025 Closed Session Meeting?

One week after that closed session meeting, Donald Scorzetti signed a new contract which is linked below:

Donald Scorzetti is receiving more than every Police Chief before him (larger percentage increases, uncertified and unaudited additional payments throughout the year, nepotism violations, every special perk, benefit, etc.)  Nothing was ever removed from any of his contracts after laws were changed and Comptroller Reports were released.

The Lodi Mayor and Council should clearly state what issue was discussed at their April 8th closed session meeting. Specifically, what law.  Then they should explain why they feel entitled to violate that law.

The Lodi Mayor and Council Just Reduced the Assessment of One JMP Parcel Over $2M and Paid JMP Another $31,855.81. JMP Acknowledged that It Was Paying Tony Luna for Some Unknown Service as Soon as Soon as Luna Retired as Lodi Manager. Scott Luna Won’t Disclose if JMP is Still Paying His Father or How Much JMP Has Paid His Father Over the Years of Extraordinary Reductions and Payments.

How can the assessment of this referenced parcel with a prime location and a lot of big rentals get reduced from $2,090,800 to $90,000? Wawa is located at 150 Essex Street. Scott Luna really should explain. So should the other four mindless rubber stamps occupying the Lodi council. It’s no coincidence that Scott Luna didn’t show up to this meeting where he would have had to abstain on multiple items due to conflicts of interest.

Donald Scorzetti Should Publicly Disclose All of His Personal Conflicts of Interest With Those He Hired to Work in the Lodi Police Department Under His Supervision Within the Last Year…

Lodi residents were told that Donald Scorzetti did away with the entry level police exam so he can give preference to Lodi residents.

Lodi residents learned that the Lodi Mayor and Council never adopted the required anti-nepotism and conflict of interest policies once they eliminated the entry level police exam requirement.

Lodi residents are being told that Donald Scorzetti hired his nephew and his daughter’s boyfriend within the last year (Things that should have been addressed by anti-nepotism and conflict of interest policies.  Also, by residency preference policies.).

Lodi residents are being told that many qualified Lodi applicants have been denied employment opportunity within the Lodi police department during the same time period that Donald Scorzdetti was hiring his family.

Donald Scorzetti’s unfair hiring practices and nepotism abuses are openly inviting a lawsuit by applicants denied fair employment opportunities.

Donald Scorzetti should explain what his defense would be if a lawsuit were brought against the Borough for his unfair hiring practices. 

How much more is the Lodi Mayor and Council willing to confiscate from the Lodi taxpayers to defend Donald Scorzetti's unfair hiring practices?

A Recent 15.64% Municipal Tax Increase Did Not Stop the Lodi Mayor and Council from Giving Marc Schrieks a New Contract with 5% Annual Raises and an SUV for Personal Use (Violation of Municipal Insurance Coverage) …

Mark DelMonaco seconded the motion to award the contract, voting with multiple conflicts of interest.  DelMonaco’s step-son works under Mark Schrieks in Borough Hall.  Marc Schrieks was DelMonaco’s fundraiser during the recent campaign in which he solicited money for DelMonaco from those doing business with the town.  Marc Schrieks personally made campaign contributions to Mark DelMonaco.  So did his father.

Marc Schrieks and Sheryl Luna screwed up the municipal budget so bad, the Lodi mayor and council increased taxes 15.64% months after they introduced a completely different budget.  They were all off by millions.  It is disgraceful that both Marc Schrieks and Sheryl Luna received big raises for complete failure.  They are being rewarded for nepotism and political activity.  Lodi taxpayers should not tolerate it.

OPRA Response Shows that Donald Scorzetti is Being Paid Hundreds of Thousands of Dollars for "Sick Days" and "Vacation Days" with No Attendance Records, No Defined Workday or Workweek, No Vouchers, No Signatures, No Boss, No Audit, etc. This Calls for An Immediate Investigation. Those Involved Must be Held Accountable. Public Funds Must Be Recouped. (Post Date: June 12, 2025)

Clear Takeaways from Today’s OPRA Response

Donald Scorzetti is being paid hundreds of thousands of dollars for “unused” sick days and vacation days without producing any attendance records to support those payments. 

Scorzetti is being paid hundreds of thousands of dollars for sick days and vacation days when he has no defined workday or workweek.  The language in Scorzetti’s contract would make him ineligible for additional payments for sick days and vacation days. Article 4 invalidates payments listed in Article 5 and Article 8.  The Lodi Mayor and Council approved Scorzetti’s contract with this wording:

Contractually, Donald Scorzetti can spend every day at his shore house if he deems the department is run smoothly as a result. However, he cannot receive additional payments for workdays not rendered.

Scorzetti just casually shoots Deborah Kaiser an email requesting any amount he would like at any given time with no questions asked:

Scorzetti is not submitting vouchers for additional payments to be reviewed and signed from those that you would most expect.

Lodi Borough Manager, Marc Schrieks, is not reviewing any attendance records, vouchers etc. from Scorzetti before payments are issued.  He is not signing anything.

Lodi CFO, Sheryl Luna (the Mayor’s sister) is not reviewing any attendance records, vouchers etc. from Scorzetti before payments are issued. She is not signing anything.

Lodi Borough Auditor, Frank DiMaria, is not flagging this abuse and recommending a corrective action on any of his annual audits. 

Lodi Borough Attorney, Alan Spiniello, is present with the Lodi Mayor and Council as they approve Scorzetti’s contract.  He likely drew it up.

Scorzetti cannot claim ignorance, sloppiness, or incompetence with his request for additional payments without having any attendance records.  He was running for the BOE with Dominic Miller when the whole controversy over Ciofalo’s attendance records was very public.  Scorzetti knows that law requires public employee attendance records be made public upon request. 

All members of the Lodi mayor and council are accomplices to this theft of public funds. They approved Scorzetti’s contracts.  They approve the retirement payouts.  They clearly read this blog which posts the monthly payroll. 

The Lodi Mayor and Council put every member in place that allows Scorzetti to be his own boss, make his own rules, decide his own pay, and answer to no one ever.

For years, I told residents of Lodi that Donald Scorzetti could not keep attendance reports because he was being paid for sick days and vacation days when the Lodi mayor and council never defined his workday or workweek.  Nobody believed me that attendance records could not exist for a public employee or that additional payments can be made with no supporting documentation.

The current situation going on with Scorzetti, Scott Luna, Vincent Martin, Emil Carafa, Bruce Masopust and the aforementioned employees is worse than you can ever imagine.
