Matthew Giacobbe really likes Superintendents that approve payments for work not rendered. He also really likes when people sign important documents on behalf of others without their consent. Where have we seen this before?

The County Executive Superintendents are useless political appointees that rubber-stamp everything that BOEs send to them.  Matthew Giacobbe failed to guide the district so he passed the buck as usual.
