The Lodi Mayor and Council Have No Records for Soliciting the Services of John Molinelli, Ever Receiving Proposals from Anyone, or Appointing Molinelli Hearing Officer Until After the One-Sided Hit Job Was Already Conducted…
Below was item #3 on of my recent OPRA Request:
3) A copy of the Borough`s initial solicitation of John Molinelli
to be hearing officer in the Teresa Grillo case (emails, written
correspondence, proposals, etc. from whoever was representing the borough in
seeking services from John Molinelli)

The first Resolution was dated January 11, 2022. Hearings already took place. The second Resolution was dated February 15,
2022. Hearings already took place.
Donald Scorzetti already slept his way through hearings in
December 2021.
This is what the Lodi Mayor and Council want you to believe:
They had their Borough Manager Vinny Caruso call John
Molinelli or meet him somewhere (because they claim no written letters or emails exist) and hire him without any
written proposals, approved Resolutions, contracts spelling out agreed
upon compensation, campaign contribution disclosures, etc.
And then the Mayor and Council want you to believe
that that the hearings were fair and impartial.
This OPRA response raises the following questions:
Why did the Lodi Mayor and Council have Vinny Caruso hand-select John Molinelli without any selection process (none whatsoever)?
Why was Molinelli the one and only choice without ever reviewing one proposal
from any prospective hearing officer? What instructions were given John Molinelli
prior to any hearings? How can you not
produce one public record for your selection? Who made the decision to not keep any records until after hearings were already conducted?
This is the one and only candidate that the Lodi Mayor
and Council considered for their political hit job:

all year round and is listing her as “Recreation Summer Workers" during the Winter, Spring, Summer
and Fall.
Lodi Mayor Scott Luna has his niece working under his son.
This same niece is a full-time employee of the Lodi Board of Education. She appears on the Lodi BOE payroll and the Lodi Borough payroll simultaneously each month.

Once again, why has Vinny Martin gotten a free pass when
records show that he is the owner on paper?
Vinny Martin lives in New Jersey. The other listed owner lives in Parkland, Florida. Who was running the New Jersey business during the multiple prostitution/drug busts?
Why haven't any Lodi council members called for Vinny Martin's resignation? Why are Lodi council members holding political fundraisers with Vinny Martin without disclosing where the money is coming from? Dirty money. Complete lawlessness by Vinny Martin and the rest of the Lodi Mayor and Council.

in the Doug Petty matter. He continues
to waste Lodi taxpayers’ money and time.
His incompetence and failures are overlooked because Joseph Lagana got
Garcia his job at “Cleary Giacobbe” and pays for Garcia's public positions through campaign
contributions.

Petty’s current contract that replaced an unexpired contract was approved illegally because the Board was represented by the politician run firm "Cleary Giacobbe".
Lodi taxpayers are paying a high price for incompetent
Paramus politicians that pay for public contracts.
Vinny Martin Recently Changed His Linkedin to "Retired". Why? Why Hasn't He Ever Listed "Ownership" of a Strip Club?
Vinny Martin was so proud of being made an "Owner" of Aj's Secaucus when he spoke to a Record reporter in 2017.
But Vinny Martin has never listed his ownership/employment with the strip club on any of his campaign literature or on his borough bio page. What is he hiding? Why did Vinny Martin go from being a prideful owner to being ashamed?
