For the past few weeks, a very serious scandal was
building behind the scenes. I did not
disclose any information because I wanted to give the board an opportunity to
police its own. Because the matter involves a misappropriation
of public funds, I requested a special meeting ASAP. Time is of importance because Sciarrillo
bills will continue to be submitted.
Dominic Miller is the board president so he would call
the special meeting. He has not responded
to my requests.
The actions of Dominic Miller and Anthony Sciarrillo
are so serious that both went to great measures to cover them up. Dominic Miller, a police officer, lied about
his actions in emails and at the July 6th meeting. Anthony Sciarrillo, who boasts about cashing
in off of 30 districts, repeatedly lied about his actions at the July 6th
meeting. That seems pretty reckless,
especially for two people that spend a lot time in court.
The meeting was taped.
If nobody destroys the tape, the public will eventually hear the two of
them. The public will be shocked.
Without board authorization, Miller used Sciarrillo to
review my blog posts. Then he used
Sciarrillo to prepare, draft, and revise the ethics complaint against me. Sciarrillo submitted bills (thousands of dollars’
worth) for work done on the ethics complaint and for reviewing blog posts.
Mr. Sciarrillo acknowledged that tax
dollars cannot be used to file an ethics complaint against a board member.
Right before the start of June 28th regular
meeting, Miller asked me not to bring up the legal bills. In exchange, he said the board would put off
voting on the bills until after the July 6th special meeting. He said I would have the opportunity to
question Sciarrillo at that meeting.
His true intentions are now clear. It was easier for
Miller and Sciarrillo to deny and lie at a closed meeting with no members of
the public in attendance than at a regular meeting with a packed borough hall.
Dominic Miller denied sending Mr. Sciarrillo any
emails or attachments. Mr. Sciarrillo
denied receiving any emails or attachments from Miller. They claimed that they only had conversations
on the phone. When questioned if they
kept logs of the times and dates of their conversations, both said no. That is unbelievable. Mr. Sciarrillo bills Lodi $165/hr.
Mr. Sciarrillo said he did not work on the ethics
complaint against me. He said he didn’t
prepare or draft it. He said he didn’t
write it. He said his office didn’t work
on it.
All of this contradicted the bills submitted by Mr.
Sciarrillo. Sciarrillo said the bills
must have been a strike of the keyboard, a mistake by someone in the office.
It was clear that Dominic Miller and Anthony Sciarrillo
were intentionally lying.
I submitted an OPRA request for all of Dominic Miller’s
district emails for the months of April, May and June where there was any correspondence
between him and the following four: the Sciarrillo firm, the superintendent,
the board administrator, and the board attorney.
At the time of the deadline to release the emails, I
was informed that Miller lawyered up.
Miller and his lawyer were reviewing his emails and working on a timeline. I informed Mr. Capizzi that OPRA statutes had
to be adhered to. Shortly after, I
received some emails- none of which were from Sciarrillo’s office. When I informed Mr. Capizzi that I had proof that
Sciarrillo’s office had emailed Dominic Miller, some emails were released to
me. I have proof that other emails exist
that should have been released and weren’t.
The emails confirmed that Miller and Sciarrillo did
not tell the truth. They used tax
dollars on something that was never allowed. Miller treated Sciarrillo as
though he was his personal attorney and expected Lodi to pay for it. Miller used Sciarrillo to target new board
members.
Sciarrillo lied to the board members about his bills leading
up to the board’s vote. In my opinion,
that is fraud.
With two “NO”votes (Al Mastrofilipo and myself), we
were able to block the payment of some of the bills pertaining to Dominic
Miller and ethics complaints.
Unfortunately, other bills were approved that included the wording “board
inquiry”. According to Sciarrillo, two
categories under “board inquiry” include website/blog posts and ethics
charges.
Tax dollars cannot be used for those purposes. This is a misappropriation of tax
dollars. Miller and Sciarrillo are aware
of this. That is why they took such
extreme measures to cover it up.
Miller said he never emailed Sciarrillo. Sciarrillo said he had nothing to do with the
