 WHEREAS, the Governing Body desires to ensure that a business or non-profit entity cultivating, manufacturing, processing, warehousing, distributing and/or selling Marijuana (Cannabis) and/or the paraphernalia that facilitates the use of such Marijuana (Cannabis) for recreational use or medical use are not permitted within proximity of a school, church, or playground, or any commercial, industrial or residential zone; and WHEREAS, there is no area of the Borough which can safely house a business or non-profit entity cultivating, manufacturing, processing, warehousing, distributing and/or selling Marijuana (Cannabis) and/or the paraphernalia that facilitates the use of such Marijuana (Cannabis) for recreational use or medical use; and NOW, THEREFORE BE IT ORDAINED by the Mayor and Council of the Borough of Lodi that Borough of Lodi Ordinance 195-11 is hereby amended as follows: Article 1 Definitions: Marijuana (Cannabis) - All parts of the plant Cannabis sativa Linneaus. Cannabis indica or Cannabis ruderalis, whether growing or not; the seeds thereof, the resin, whether crude or purified, extracted from any part of the plant; and every compound, manufacture, salt, derivative, mixture, or preparation of the plant, its seeds, or resin. Marijuana (Cannabis) also means the separate resin, whether crude or purified, obtained from cannabis. Marijuana (Cannabis) shall also include hashish. Marijuana (Cannabis) shall also include any products whether natural or man-made that include any ingredients of Marijuana (Cannabis) including but not limited to cookies, cake, candy or other solid food or liquid products, or any combination thereof, that have Marijuana (Cannabis) as an ingredient. Article 2 Prohibition: The cultivation, manufacture, processing, warehousing, distribution and/or sale of Marijuana (Cannabis) and/or the paraphernalia that facilitates the use of such Marijuana (Cannabis) by a business or non-profit entity for recreational use or medical use is strictly prohibited in all Zones established in the Borough of Lodi. Article 3 Fines or Punishment: Any person or entity violating the provisions of this Ordinance shall be subject to the following fines or punishment. Each occurrence that a violation exists shall be deemed a separate violation: (1)Upon conviction of a first offense, a fine not exceeding $500.00; (2)Upon conviction of a second offense, a fine not exceeding $1,000.00; (3)Upon conviction of a third offense, a fine not exceeding $1,500.00; (4)Upon conviction of a fourth offense, a fine not exceeding $2,000.00 and/or a term of imprisonment for a period not to exceed ninety (90) days and/or a term of community service not to exceed ninety (90) days. Article 4 In the event any section, part or provision of this Ordinance shall be held unconstitutional or otherwise invalid by any Court of competent jurisdiction, such determination shall not affect the validity of this Ordinance or the remaining provisions which shall remain in full force and effect. Article 5 All other provisions of Ordinance No. 195-11 and any and all amendments thereto shall remain in full force and effect except as modified herein. Article 6 All ordinances or parts thereof which are inconsistent with the provisions of this Ordinance are hereby repealed to the extent of such inconsistency. Article 7 This Ordinance shall be subject to review and recommendation by the Borough Planning Board in accordance with N.J.S.A. 40:55D-26 after Introduction. Article 8 The Bergen County Planning Board shall be provided notice of this proposed Ordinance in accordance with N.J.S.A. 40:27-6.10 after Introduction at least ten (10) days prior to public hearing thereon. Article 9 The Bergen County Planning Board shall be provided with a copy of this proposed Ordinance subsequent to its final adoption. WHEREAS, the absence of smoking in an environment can encourage smokers to quit, keep nonsmokers from starting to smoke, and eliminate secondhand smoke exposure. Exposure to smoking can pose serious health risks to children, adults, senior adults and pets. According to the Center for Disease control, smoking aggravates and increases the risk of chronic diseases such as asthma, allergies, heart disease, lung, cancer, pneumonia, emphysema, chronic bronchitis and diabetes. Smoking and exposure to smoking is also harmful to children and is responsible for hundreds of thousands of respiratory infections; and WHEREAS, there has been a proliferation of smoke shops in the Borough of Lodi and the Borough is desirous of prohibiting any future smoke shops in the Borough in order to protect and preserve the health and safety of its residents; and WHEREAS, the potential legalization of marijuana (cannabis) can result in second hand smoke and have an unwanted or undesirable drug effect thereof upon third parties at Smoke Shops. NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough of Lodi as follows: Ordinance 195-11 is hereby amended as follows: Article 1: Definitions A.SMOKING. The burning of, inhaling from, exhaling the smoke from, or the possession of a lighted cigar, cigarette, pipe or any other matter or substance which contains tobacco or any other matter that can be smoked, or the inhaling or exhaling of smoke or vapor from an electronic smoking device; B.SMOKE SHOP, SMOKE LOUNGE, CIGAR BAR, CIGAR LOUNGE Any business establishment or part of a business establishment designated specifically for or permits Smoking of products purchased on the premises or elsewhere. C.MARIJUANA (CANNABIS) All parts of the plant Cannabis sativa Linneaus. Right here in Lodi, woke Superintendent Doug Petty, the Giacobbe "attorneys", Strauss Esmay (people across New Jersey are finally learning how bad Strauss Esmay is), and others have quietly pushed throuh the most radical, destructive policies that were designed by the most far left, godless, social activists.

Ask Doug Petty and Nancy Cardone why they stopped posting all new and revised district policies on Board agendas (district policies had been posted for years on the meeting agendas). There has to be a reason why they removed transparency.  There has to be a reason why they chose to hide the new policies from the public.  Maybe they can explain to you why they don't want you to see their policies.

Nancy Cardone is a Biden/Pelosi Catholic. She reads in church and then advocates for everything contrary to those readings. She advocates for everything destructive to society and public education. Young students should not be subjected to leftist indoctrination.

I spent two years with Donald Scorzetti on the Lodi Board of Education.  Here is a summary of what Donald Scorzetti did during those two years:  he had his girlfriend hired at his first meeting.  He did all special favors for members of the Lodi mayor and council and their relatives that were employed in the Lodi schools (how he became “Chief”).  He always voted with conflicts of interest.  He voted on contracts for the Lodi Police Chief’s brother and fought for his illegal sick day payouts.  He regularly cursed at other board meetings during closed session meetings.  As Board President, I asked him to act professionally during one of his cursing fits aimed at another board member.  Donald Scorzetti responded by calling me a “F---ing Retard”.

 

One week before my Election, Donald Scorzetti and Marc Schrieks worked with Matthew Giacobbe to hire Mathew Giacobbe’s former law partner to go after me and this blog.  They attempted to use Lodi tax dollars.  Their effort failed when they were only able to get 4 YES votes.  Think about this:  the Lodi Police Chief was voting to use Lodi tax dollars to go after this blog one week before an Election.  What do you think the attorney that they voted to hire and pay for with Lodi tax dollars was going to say about me and this blog?  Do you think that the attorney was going to be objective?  Of course not.  Political hack attorneys say and do what they are paid to say and do. 

 

Time for the double standard. A Deputy Attorney General subpoenaed the offices of the Lodi Board of Education for information pertaining to Dominic Miller and his misappropriation of public funds (Miller also was caught using Lodi tax dollars to target this blog and lying about it on tape).  Donald Scorzetti voted to NOT COMPLY with the Deputy AG’s subpoena.  He voted to NOT turn over the requested records.  He clearly had a conflict of interest in the matter pertaining to Dominic Miller.

 

Summary:  Lodi Police Chief Donald Scorzetti voted to hire an attorney (using Lodi tax dollars to target this blog).  Lodi Police Chief Donald Scorzetti also voted to NOT comply with a government subpoena in order to protect his close personal friend and subordinate Dominic Miller.  Do you see the glaring double standard?  What is worse: my blog posts or Dominic Miller’s misappropriation of public funds?

 

Let’s apply this lesson to Donald Scorzetti in his role as Lodi Police Chief.  What would a GPS in Donald Scorzetti’s publicly subsidized Tahoe tell us about his theft of public funds or the fraud committed by the Lodi mayor and council when they certified to the State that Scorzetti doesn’t use the Tahoe for personal use.  Scorzetti was all over social media driving his Tahoe around the shore with family and friends.  Why wasn’t a GPS placed in Dominic Miller’s vehicle?   If there were never any complaints from any contractors about Captain Grillo, why was a GPS only placed in Captain Grillo’s vehicles and not the vehicles of everyone else?    A problem didn’t present itself to Donald Scorzetti.  Donald Scorzetti went in search of one.  That is what Donald Scorzetti does when he wants to target someone that he doesn't like.

 

Donald Scorzetti has done a lot worse than anything he alleged in his complaint against Captain Grillo.  Yet, we don’t see any hearings against Donald Scorzetti.  We don’t see articles against him in the Star Ledger.  We don't see him dropped five ranks.  We only see the Lodi Mayor and Council rewarding him and his family over and over again.

A Horrible Injustice: Marc Schrieks Does the Dirty Work for Donald Scorzetti by Signing Off on the Most Unfair, Unconscionable Decision Against Captain Grillo…

 


Lodi is going to be shocked and disgusted when they learn the details of Marc Schrieks' decision.

 

John Molinelli (as Bergen County Prosecutor) was flying to Italy with Joe Coniglio while Coniglio was under federal investigation.  Mollinelli was part of one of the most corrupt administrations Bergen County had ever seen.  Molinelli was hand selected by the Lodi Mayor and Council and paid with Lodi tax dollars to do their dirty work.  Molinelli was never objective and nonpolitical.

 

Once again, the hearings were public.  John Molinelli was biased (based on which side was paying him).  People can trust their own eyes and own ears.  Nobody can trust Donald Scorzetti, John Molinelli, Marc Schrieks, the Mayor and Council.

 

Double standards and uneven punishments should never be tolerated.

Lodi Deserves to Have Captain Grillo Back at Work Immediately. The Never-Ending Legal Bills and Scorzetti's Department Politics Must Come to an End. Enough is Enough.

 

The above legal bill was approved by the Lodi mayor and council at their July meeting.  Mary McDonnell is the attorney cashing in on the frivolous matter targeting Captain Grillo.


The hearings against Captain Grillo were public.  The public had the opportunity to see that Captain Grillo is a victim of Donald Scorzetti’s department politics.  The public saw a long-drawn-out process that amounted to nothing more than petty trumped of charges (Donald Scorzetti slept through it). 



This was a sad attempt by Donald Scorzetti and his clique to taint Captain Grillo’s good reputation so that they can create future promotional opportunities for family and friends (remove a well-respected Captain in order to remove competition).

 

This has been going on for too long.  The legal bills have been never ending.  They are absurd. 

 

Enough is enough.  Lodi deserves to have Captain Grill back at work because she serves the community well.  Lodi residents need to start speaking up.  They need to tell the mayor and council that this must end.  Now.

Lauren Eastwood of Englewood Cliffs should be commended for her work on this issue. Her work shed light on one of George Reggo’s many abuses.

 

I posted about this specific violation committed by George Reggo years before he was fined.  I had informed the Lodi mayor and council about George Reggo’s unethical actions which spanned many municipalities.  They did nothing because George Reggo was lowering the taxes for their family and friends without tax appeals being filed.


The NJEA spent over $100,000 trying to discredit this blog.  History shows this blog has been very credible in exposing government corruption, waste, and abuse.
