Before January 4th, board members were told
they were not allowed to speak at meetings.
Someone made up a policy that only the president can speak. Joe Licata would answer for and speak on
behalf of other board members that were asked questions. It was pathetic to watch.
Recently, it was uncovered that Dominic Miller took
private board action when he ran up large legal bills without board
authorization. Miller treated Anthony
Sciarillo as though he was Miller’s personal attorney. He used Sciarillo to go after other board
members for political purposes. He spent
thousands of Lodi tax dollars on matters that have nothing to do with district business. Miller never informed the board of his
private actions.
Our by-laws list the duties of the president.
Both Licata and Miller abused their positions as “president”. They assumed all power and authority which belonged to a board and not any individual.
They even abused a duty that is listed- appointing committee members. That by-law must be revised. There is NO CITATION listed for that duty.

There is a pattern with both Joe Licata and Dominic
Miller. Young, inexperienced, uninformed
members are being handpicked to serve as puppet presidents. They are offered high paying jobs and
promotions. They are given more power
and authority than they are entitled. They are doing the dirty work for others. And they are getting themselves in trouble.
