Capizzi and Luna jeopardized student safety. Who should pay for the change order?





Capizzi and Luna had an engineer produce plans that allowed no path for a fire truck to enter Wilson School in case of a fire.


Capizzi and Luna had an engineer produce plans that completely blocked a fire hydrant with a really high fence (BOE plans say 10 ft. but with prison-like fences, they appear higher) and allowed no entrances anywhere near it.


Capizzi and Luna had their contractor carry out those dangerous plans that jeopardized student safety.


Only after fire prevention professionals and concerned residents raised these safety issues was the project halted.


The BOE had to approve a change order to spend at least $11,200 more for the installation of a “slide gate” and “man gate”.


This raises many questions about the judgement of Capizzi and Luna.  How could they have been so reckless? 


This also raises many questions as to why Capizzi and Luna continue paying their engineer 8% of all project costs instead of a set amount aligned to the work they actually do.


Who should pay for the change order?

“Hibster”


The Lodi Board of Education has been using “Hibster” software for years.  I have been reading the BOE minutes for years.  I never saw “hibster” donating its services until after I began raising all the conflicts of interests of Jamie Ciofalo and Joe Licata.  





The BOE only chooses merit bonus goals that can’t be measured, like talking about staff “energy”.

A Common Sense Goal:  How about setting a merit bonus goal to increase the number of students enrolled in AP courses and require that a high percentage of them pass their exams?  Of course the BOE wouldn’t do that, because that can actually be measured.  The BOE only chooses goals that can’t be measured, like talking about staff “energy”.


“…determine the high school’s required teacher energy to expand Advanced Placement course offerings.”  - $619.75


“…access the middle school’s teacher energy and how it will be impacted by a nine (9) period day.”- $351.75


“…to discuss the need to increase the overall effectiveness of district supervisory energy for the benefit of the overall instruction, PK-12.” - $603


The BOE also chooses to pay Quatrone for things that already took place before the merit bonus criteria was even introduced or  supposedly was already covered by last year’s merit bonus:

“…to access the middle school’s current instructional technology inventory and projected needs.”- $502.50; (redundant from last year)
