The State really needs to end “Doctrine of Necessity”. It makes no sense.



At least 6 out of 9 Lodi Board of Education members are prohibited from voting on a wide range of the most important issues because they all have immediate family members employed in the Lodi schools.

Because the BOE has so many conflicts of interest, it doesn't have enough members to make a quorum.

So the Board invokes “doctrine of necessity” and all the board members prohibited to vote cast a vote anyway.

The Lodi BOE did this again on the most recent minutes they posted to the BOE website.




So 6 members voted on dental and prescription benefits for immediate family members.  Some actually voted on the benefits they will receive for themselves through their spouses.

Anyone can do their own research.  “Doctrine of necessity” is mostly used by the worst performing districts in the State.  The worst performing districts have the most conflicts of interest from the Board members.

Everyone should contact the Governor's office to urge him and the legislature to end the abuse known as "Doctrine of Necessity".
