“Smith, who is a retired Paterson police captain, declined to speculate
why he thought he was being suspended.
Smith had conducted an investigation earlier this year of Paterson
school board member Emanuel Capers' four-day trip to the Phoenix area in
February. Smith eventually filed a report calling the trip unauthorized and
saying that it had been paid for by a vendor seeking to do business with the
district.
Smith later filed state ethics charges against Capers, a move that district
officials have described as something Smith did on his own, without Shafer’s
blessing.
The state ethics commission ruled in October that Smith’s allegations
against Capers has sufficient merit to be referred to an administrative law
judge for a hearing.”
