“Since
the mid-19th century advent of public schooling, families have exercised school
choice by buying a house or renting in a particular neighborhood. Not every
family can afford to make an optimal choice under those circumstances. Even
kids within the same family have individual needs and preferences and school
assignment based on city block isn’t the most effective or fair way to match
those needs with services. As many families know, even a great neighborhood
school isn’t great for every child.”
