Did Vinny Martin ever write a ticket to anybody for driving while using a cell phone?

Please pay attention to the beginning of the video.  Vinny Martin is driving with only one hand (his left hand).  When Vinny Martin leaves his vehicle, you can tell by the movement of the video that his cell phone was not stationary in his vehicle.  The cell phone footage is consistent as being his right hand the entire time.

Driving while using a cell phone poses a danger to the public.  This videotape is evidence that a traffic violation was committed.

Vinny Martin should receive a ticket in the mail.  He won’t receive a ticket because he funds the political campaigns of Lodi Police Chief Donald Scorzetti.
