A few points:
1) Building and
Grounds only listed six employees. If
this sub-department didn’t need its own supervisor from 2012 to 2015, why did it need one in
2016?
2) In 2015, Steve
Sherman was paid more than Licata. Stephen Raia and Michael Lortz were paid the
same as Licata. Licata didn’t even have the
second most seniority in six person sub-department. Why was he and Mr. Aufiero the only two
eligible?
3) On the same payroll, there were numerous “Street
and Roads” employees with more seniority and a better skill set than
Licata. Being they were once part of the
same department and have similar job descriptions, they should have been
eligible for the promotion over Licata. Just as Licata was moved into this department, employees of "Streets and Roads" could also have been moved into this department for higher pay and a supervisor title.

If Civil Service allows this nepotism and abuse, then Civil Service is useless and should be abolished.
