The above article was front and center tonight after
Licata claimed that the BOE’s responsible budgeting allowed them to spend millions on the unnecessary Lincoln school project.
Marc Capizzi, just on the job, gave Lodi an
unnecessary, large tax increase in 2013 just so he could do this now
in 2015. He is intentionally circumventing
the referendum process.
The Lincoln School Building in structurally
sound.
The Capizzis need to be investigated. This is not normal!
At the time I thought they were playing games with their budget for their elections. It turns out they were padding the budget for Capizzi's project. Lodi's enrollment hasn't gone up in 10 years. I knew the budget should not have gone up $8,645,540 in one year.

Budgets Should Be Based on Education, Not Manipulating Elections…
Lodi:
The Lodi BOE’s “total operating budget” really stands out amongst its neighbors. How could it increase $8,645,540 in just one year? Why was it adjusted to show an even larger increase than what the papers initially reported? How could the "Adjustment for Prior Year Encumbrances" in '13-'14 be so large in comparison to any other district you look at?
Budgets should be planned for educational purposes, not
elections.
Even
with their budget manipulation (using their surplus for an election),
their "total operating budget" still increased $4,805,106 in just two
years (actual in '12-'13 to anticipated for '14-15). That's more than
our neighboring towns.
The sad cycle of Lodi:
Big increases in off years- Stable during an
election- Buyer’s remorse right after
