Is something missing from the BOE's May 13th agenda?

One day after the election, the creation of two new school positions was discussed at the BOE's special meeting.  


Why is there no mention of these positions on the agenda?  


Why does the agenda still have to be OPRA-ed and not made available to the public prior to a meeting?
