Our By-Laws never gave Joe Leto authority to appoint “negotiation committees”…


The training ("Elearning") from the New Jersey School Board’s Association  states that the full Board selects a negotiations committee and sets the Board’s framework (bargaining parameters, goals, priorities, etc.) prior to any face to face negotiations.


Our by-laws don’t address the formation of negotiation committees. Our by-laws only address Committees that “shall not take action on behalf of the Board.”  The committees referenced are only to conduct studies, make recommendations to the Board and act in an advisory capacity.  This description can apply to a “personnel committee” or a “curriculum committee”, not a negotiations committee.
