Miller was promoted to Sergeant this year. That promotion required the Mayor and Council
to pass an ordinance amending the “table of organization of the police
department” which increased the number of sergeants.

Miller was not
promoted to fill a position. A position
was created to fill Miller’s promotion.
Whenever borough employees join the BOE, promotions
come fast and salaries explode. But I am sure that is all just a
coincidence. Borough employees couldn’t
possibly be rewarded for protecting Capizzi’s $64 million employment agency for
family and friends.
