Luna’s DPW layoffs were all about power, not cost savings.






Just a few months before Luna followed through with his two DPW layoffs, he actually budgeted $ 87,000 more in salary and wages for “Building and Grounds” and $17,000 more in salary and wages  for “DPW”.

On April 15, 2014, it looked like cost savings was the last thing on Luna’s mind.  In fact, he was adding new employees in 2013 and then budgeting for them in 2014.


There were no reductions in wages for part-time or seasonal help.  There were no reductions period.  In fact, a new $ 25,000 line item for "other expenses" was added to "Building and Grounds".


This further illustrates that Luna was not concerned about cost savings.  It was all about power.  


I am sure the Lodi taxpayers will pay the price for his actions in the very near future.
