Last August ('13), Joyce Decker from the Department of Pensions and Benefits sent me her explanation on how Marc Schrieks was “grandfathered in” as a part-time councilman to receive Health Benefits paid for by the taxpayers of Lodi.
This was done despite the fact that he was not enrolled or eligible for health benefits from Lodi on May 21, 2010, the date required to be grandfathered in as part-time.
Joyce Decker clearly did not get the facts straight.
Her quote in the letter: “Mr. Schrieks was enrolled in
both State Health Benefits and the Pension fund continuously for many years
prior to the enactment of Chapter 2.”
Joyce Decker must have mistaken Marc Schrieks for
somebody else because Lodi only
switched over to the State Health Benefits Program in May 2010, which so happens
to be the same month as the enactment of Chapter 2.
Both events occurred one month after Resolution 10-184 was passed (waiving mayor and council health benefits for the entire 2010 year).
Both events occurred one month after Resolution 10-184 was passed (waiving mayor and council health benefits for the entire 2010 year).
From the Standard & Poors report
currently posted on the Borough website: “The borough's reserve position was aided by
its move to the state health insurance plan from self-insurance in May2010…”
The health benefits Marc Schrieks received while in Coniglio’s
office or at the Meadowlands Commission have absolutely nothing to do with his eligibility in
his position as part-time mayor or councilman within the Borough of Lodi.
Last August, Resolution 10-184 was never presented
to Joyce Decker because I only saw it for the first time a couple of weeks
ago. It was emailed to Joyce Decker on
August 12, 2014. Not only has she not
responded to it, she won’t even click on the acknowledgment that she received
it.
Dear Ms. Decker,
I received a letter from you last year regarding Lodi Mayor Marc Schrieks' eligibility for health benefits (SHBP) paid for by the Lodi taxpayers.
Last week I submitted an OPRA request and received the Resolution provided in the link below. I received thousands of hits on this post. Residents of Lodi keep contacting me, seeking answers on how Mr. Schrieks was able to get away with this.

Mr. Schrieks clearly was not entitled to taxpayer funded health benefits when he began taking them in 2010. Now that Mr. Schrieks' very own Resolution waiving his benefits from January 1, 2010 to December 31, 2010 has been made public, I would hope somebody from the State does the right thing and rectifies this issue.
I would appreciate a response regarding Resolution 101-184. Thank you.
