Question 1:
Was Marc Schrieks receiving health benefits from Lodi on May 21, 2010?
Answer: No. Marc was receiving health benefits through
his political job at the Meadowlands Commission on that date.
“While boss pays dues, councilman prospers”:
Question 2:
Was Marc Schrieks eligible for health benefits on May 21, 2010?
Answer: No. Resolution
10-184 waived health benefits for the Lodi council from January 1, 2010 to
December 31, 2010. May 21, 2010 fell
within that time frame.
Neither coverage or eligibility were “continuous”.
So how
exactly was Marc Schrieks “grandfathered-in”
on May 21, 2010?
Furthermore, Lodi CFO Charles Cuccia certified in
2012 and 2013 (Best Practices Questionnaire) that Lodi excluded from health
care coverage part-time elected and appointed officials. Marc Schrieks received health benefits from
Lodi during both of those years.
As of a few months ago, this administration refused
to pass an ordinance eliminating health benefits for part-time elected
officials. In fact, Marc implied he may
receive them again from Lodi if Joan Voss is voted out of office in November.
The
Lodi council can’t have it both ways. They can’t pass a Resolution and then do the
opposite. They can’t certify answers
to the State and then do the opposite.
