Was Patrick Licata “supervising” Lodi’s snow job?

While people were asking why they still can’t see blacktop on streets surrounding a school, Patrick Licata drove by in a DPW SUV, sipping his coffee.  No plow.  No salt.  Just sipping coffee.

Maybe nepotism isn’t doing the job for Lodi.
