Mr. Luna and the Licatas had the brilliant idea of
creating the “Buildings and Grounds” department. After all, a town two square miles
definitely needs two separate public works departments.
Mr. Luna said things are run more efficiently with
two departments. But he hasn’t
specifically explained how.
Now we see that the Florio firm has submitted its largest
monthly bill to date, presumably to work on two separate labor contracts.
There is nothing efficient about paying the Florio
firm to work on two contracts when there should only be one. There is nothing efficient about paying Mr.
Spiniello a $150,000 retainer and then outsourcing all of his responsibilities.
